Professional Biography
Ash Hess is a retired U.S. Army senior noncommissioned officer, former Army small-arms doctrine writer and marksmanship-program developer, competitive rifle shooter, firearms educator, industry professional, and co-founder of Quantified Performance.
During an Army career of approximately 22 years, including four combat tours totaling roughly 52 months overseas, Hess became Senior Writer for Small Arms in the Weapons and Gunnery Branch and the U.S. Army Infantry School Marksmanship Program developer at the Maneuver Center of Excellence at Fort Benning.
Army Marksmanship Modernization
Hess played a central role in developing TC 3-22.9, Rifle and Carbine, released in 2016 to replace the Army’s 2008 rifle-marksmanship manual. He identified himself contemporaneously as the publication’s senior writer, and his professional record credits him with leading development, construction, adjudication, graphic design, and publication work.
The publication emphasized the functional elements of the shot process, weapon function, ammunition, optics, and tactical employment. Hess’s larger contribution was helping move Army marksmanship away from rote recitation of isolated fundamentals and toward a process shooters could execute, observe, diagnose, correct, and eventually automate.
A defined process improves coaching because a miss is no longer treated as a complete diagnosis. Shooter and instructor can examine stability, aiming, control, trigger work, follow-through, and other functional elements to identify where performance departed from the intended process.
Doctrine, Training, and Scale
Hess’s influence was not limited to writing. His work connected doctrine with Master Marksmanship Trainer development and the larger system required to move information back into Army formations. That distinction matters: useful ideas do not create institutional capability unless they can survive publication, instructor development, unit resources, range limitations, and large-scale implementation.
His record also reflects deliberate cross-pollination among military doctrine, private-sector instruction, competitive shooting, and operational experience. Hess has credited outside instructors and organizations with broadening his thinking, then helped convert useful concepts into doctrine capable of serving a much larger institution.
Quantified Performance
After retiring from the Army, Hess co-founded Quantified Performance with Jack Leuba in 2019. The organization uses precision semiautomatic-rifle competition to emphasize measurable shooter and equipment performance at extended distance.
Quantified Performance extends the same evidence-oriented philosophy found in Hess’s doctrine work. Rifle capability should be demonstrated through results—group size, hit probability, time, stage performance, and repeatability—rather than being inferred from equipment reputation or unsupported claims.
Firearms Industry Work
Hess later worked in military sales at Knight’s Armament Company, connecting engineering, operational requirements, and product delivery. In August 2025, VLTOR Weapon Systems announced that he had joined its leadership team for business development and military sales.
