Justin Smith is Chief Deputy of the DeSoto County Sheriff’s Office in Mississippi, a law-enforcement leader whose career includes patrol, special investigations, SWAT service and command, investigative-services leadership, agency administration, and professional training.
Professional Biography
Smith began his law-enforcement career in 2003 with the Olive Branch Police Department. After seven years with that agency, he joined the DeSoto County Sheriff’s Office in 2010 as a patrol deputy. He was subsequently selected for the DeSoto County SWAT Team and later assigned to the Special Investigations Division.
His progression through operational, investigative, and leadership assignments eventually included promotion to Captain of Investigative Services and service as commander of the DeSoto County SWAT Team. Those responsibilities placed him at the intersection of criminal investigations, tactical operations, personnel development, risk management, and organizational decision-making.
Chief Deputy
Smith graduated from the FBI National Academy in 2020 and was subsequently promoted to Chief Deputy. In that role, he oversees the daily operations of the DeSoto County Sheriff’s Office and serves as the designated authority of the sheriff in the sheriff’s absence. He remains a certified law-enforcement officer while participating in the agency’s operational and strategic leadership.
His formal education includes a bachelor’s degree in criminal justice and a Master of Business Administration. This combination complements his field experience with study in leadership, administration, and organizational management.
Tactical Training and DARC
Smith has also been involved with the Direct Action Resource Center (DARC), a training environment associated with demanding, scenario-based tactical problem solving. DARC involvement provides relevant context for Smith’s broader experience in SWAT operations, team performance, decision-making, and the practical evaluation of tactics under pressure.
Primary & Secondary founder Matt Landfair has also been involved with DARC. Their shared connection through that training community contributes to Smith’s place within the Extended P&S Network and reflects the professional relationships through which Primary & Secondary brings experienced practitioners into long-form discussion.
Primary & Secondary
Smith appeared on P&S ModCast 87 — Plateaus with Steve Fisher, Michael Hueser, Rick Labistre, Matt Meckley, and Matt Landfair. The panel examined plateaus in training, learning, practice quality, feedback, measurement, motivation, and long-term skill development.
His participation is consistent with a career spanning operational work and organizational leadership. Training plateaus affect individual officers, tactical teams, instructors, and agencies; overcoming them requires honest assessment, meaningful standards, appropriate feedback, and continued professional development rather than repetition without evaluation.
Professional Significance
Smith’s professional background connects several levels of law enforcement: patrol service, investigations, tactical-team operations, unit command, executive leadership, and agency management. That breadth provides perspective on how individual skills, team practices, training systems, and administrative decisions interact.
His career also demonstrates the value of leaders who retain operational awareness while assuming broader organizational responsibility. Decisions about policy, staffing, equipment, training, and professional standards are most useful when informed by both field experience and a clear understanding of institutional needs.
