John “Chappy” Chapman is a veteran law-enforcement officer, SWAT leader, firearms and tactics educator, and co-founder and director of Forge Tactical. His work spans close-quarters battle (CQB), night vision and low-light operations, force-on-force, vehicle tactics, firearms instruction, and the development of judgment under pressure. He is particularly associated with adapting tactical doctrine to the missions and resources of domestic law enforcement and responsible armed citizens.

Professional Background

Chapman began his professional career in the United States Navy and entered law enforcement after leaving military service in 1992. He began teaching basic firearms skills to police officers in 1994. Across more than three decades of full-time and reserve service, his assignments have included patrol, investigations, crime suppression, firearms and defensive-tactics instruction, training administration, leadership, service as a police lieutenant and SWAT team leader, and responsibility for developing officers and agency training programs.

His experience also includes work as a private security contractor in Iraq and consulting for law-enforcement agencies and the firearms industry. Chapman earned a Bachelor of Science in Physics and a master’s degree in Homeland Security. He has explained that studying physics strengthened his ability to separate impressions from factual information and organize training analytically—an approach reflected in his emphasis on cognitive and creative development alongside physical skills.

Chapman founded LMS Defense with Josh Jackson and Troy Price. The organization provided weapons-and-tactics training to armed citizens, law-enforcement agencies, tactical teams, and government clients, while also conducting product testing, evaluation, and consulting. In 2009, Chapman became an adjunct instructor for Pat Rogers at EAG Tactical. He identifies Rogers as a major mentor who substantially influenced his development as an instructor.

Following Rogers’ death, Chapman and John “Doc” Spears formed Forge Tactical from members of the EAG cadre. The organization continued that instructional lineage while developing doctrine and programs around the experience and judgment of its own instructors.

Areas of Expertise

Chapman has developed and taught advanced programs in CQB, SWAT operations, night vision, low-light operations, vehicle tactics, carbine and handgun employment, force-on-force, leadership, and procedural tactical training. A central theme of his work is that accurate and efficient weapons handling is foundational, but it is not the finished product. He describes development as a progression from individual skills, to combined techniques, to mission-oriented procedures, and ultimately to informed judgment.

That distinction moves training beyond the predetermined square-range drill. The student must perceive information, identify relevant cues, select an appropriate response, and perform under resistance and uncertainty. Chapman has used the term processor speed to describe this cognitive component of performance, emphasizing that physical speed cannot compensate for a delayed or incorrect decision.

His work also examines violence of action as controlled, purposeful initiative rather than emotional aggression or uncontrolled speed. In that framework, decisiveness matters only after judgment establishes whether action is justified and how it should be applied. Close-Quarters Battle and Mission-Specific Doctrine

Chapman’s most distinctive contribution is his work adapting CQB concepts to domestic law-enforcement and armed-citizen problems. Early in his career, he viewed CQB as a largely settled discipline. Experience led him to reject the assumption that methods developed for military assault forces could be transferred directly to patrol officers, small SWAT elements, or citizens protecting family members.

Military units may operate with larger teams, specialized breachers, dedicated intelligence, supporting fires, external security, surveillance assets, and extensive mission planning. A patrol officer, two-officer response, or armed homeowner may have none of those advantages. Chapman therefore developed a baseline CQB framework built around the user’s actual mission, manpower, legal authority, capabilities, and priorities.

His published work for RECOIL addresses doors, hallways, room processing, angles, deliberate movement, and Priority of Life considerations. His treatment of one-person CQB is deliberately cautious: one person may be forced to act simultaneously as breacher, cover officer, entry officer, and decision-maker. Rather than glamorizing solo structure movement, he stresses its severe disadvantages, the value of avoiding unnecessary searches, and the need to let the mission determine which risks are justified.

Chapman is also widely associated with professional night-vision instruction. Industry literature credits him with coining the term photonic barrier to describe how competing light conditions can obstruct observation or degrade night-vision performance. That concept reflects his broader method of connecting equipment and technical skill to the environmental and decision-making problems in which they must be used.

Instructional Philosophy and Contributions

Forge Tactical’s model develops fundamentals, combines them into techniques, integrates those techniques into procedures, and tests the resulting procedures under realistic pressure. Chapman argues that application-level training—including CQB, extreme close-quarters concepts, vehicle tactics, and force-on-force—requires students to decide what they should do rather than merely execute a known sequence on command.

This emphasis on judgment extends to institutional training. In a 2023 interview, Chapman described serving as both a SWAT team leader and departmental training officer, developing instruction across multiple divisions while helping younger deputies grow professionally. His influence therefore includes individual students, tactical teams, and the systems agencies use to prepare their personnel.

Pat Rogers’ mentorship remains an important part of Chapman’s history, but it does not define the limits of his contribution. His independent body of work includes law-enforcement-specific CQB doctrine, procedural training, processor-speed development, judgment-focused force-on-force, night-vision education, and practical terminology used by contemporary instructors and equipment professionals.
