Professional Biography
Matthew “Matt” Shockey is a U.S. Marine Corps infantry veteran, Texas police sergeant, firearms instructor, former rangemaster, SWAT breacher, training-facility developer, and longtime contributor to the Primary & Secondary network.
Shockey served in the Marine Corps as an 0331 machine gunner and deployed to Iraq in 2006 and 2007 in support of Operation Iraqi Freedom. During his final year of service, he worked as a Combat Marksmanship Instructor Trainer at the Division Marksmanship Training Unit. That assignment established the instructional foundation for much of his later law-enforcement and firearms work.
After leaving the Marine Corps in 2009, Shockey joined the Sugar Land Police Department in Texas. His responsibilities expanded from patrol into firearms instruction, simulation training, agency equipment programs, SWAT operations, and supervision. By 2018 he was serving as the department’s head firearms instructor and rangemaster while also working with the East Fort Bend Regional SWAT Team as a breacher. He held a Master Explosive Breacher qualification and managed or supported several agency training and equipment responsibilities.
Sugar Land Police selected Shockey as its 2018 Police Officer of the Year. The recognition was subsequently entered into the Congressional Record, which cited his military service, firearms-training responsibilities, SWAT work, and broader service to the department.
Shockey later advanced to sergeant. Sugar Land’s current K9 Unit page identifies Sergeant Matthew Shockey as the supervisor of the unit, which became operational in early 2023 and supports patrol, narcotics detection, suspect searches, SWAT deployments, and neighboring agencies.
His professional development includes extensive work in force-on-force training, active-shooter response, low-light instruction, vehicle-based problems, armorer disciplines, and the legal framework governing police use of force. The common thread is the integration of marksmanship with judgment, communication, tactics, and performance under pressure.
Outside his agency role, Shockey established Falcon Tactical near Eagle Lake, Texas, as a host site for professional firearms training. That work developed into The Ranch TX, a private shooting and training facility built to support classes, competitions, and a wider range of practical shooting problems than a conventional square range. Public reporting identified Shockey in 2020 as the facility’s president and one of its owners.
Shockey also created the Sons of Liberty Gun Works Carbine Series, a match format intended to test practical rifle skills across varied distances and shooting problems. His association with SOLGW reaches back to an early Primary & Secondary duty-rifle evaluation in which he documented a carbine through sustained, realistic use rather than treating the review as a specification comparison.
His work is best understood as a bridge between operational experience and training design. He has approached firearms not as an isolated mechanical skill, but as one part of a larger system that includes lawful decision-making, equipment validation, realistic environments, and the ability to perform with other people under pressure.
P&S Connection
Shockey has been part of Primary & Secondary since its early development. His written contributions include a long-duration Sons of Liberty Gun Works rifle evaluation, a multi-part after-action review of the Direct Action Resource Center Law Enforcement Counter Terrorism Course, and an explanation of important law-enforcement case law from a working trainer’s perspective.
Across those subjects, Shockey’s P&S work reinforces a consistent point: technical shooting ability matters, but it does not by itself establish tactical competence. Decision-making, communication, legal context, equipment reliability, and exposure to realistic opposition all affect professional performance.
