*We will start at MLEA on TD1 and move to the range after the classroom portion.


Learning Objectives:
Develop, present, maintain and qualify department personnel in the use of duty handgun mounted RDS. (red dot sights)
Students will be able to develop a proper lesson plan.
Students will able to Instruct the proper setup, deployment maintenance of various pistol mounted RDS.
Students will be able to properly diagnose common issues with new or intermediate shooters using the pistol mounted RDS.
Students will be able to implement a viable Pistol RDS syllabus.
Students will be able to pass and conduct pistol mounted RDS qualification course of fire.

Required Kit:
  • Wrap around Eye Protection

  • Single stack .45’s are fine, just need to increase magazine count to 8 minimum
  • 1000 rounds of factory ammunition

  • NOTE TAKING MATERIALS

** Holsters MUST be capable of holstering without use of the support hand. Old leather pancake style or inside the waistband holsters that do not retain their opening when the handgun is removed are NOT permitted.
** Shoulder rigs ARE NOT permitted **


Instructor Bio:


Biography for Matthew Jacques, President of Victory First:
Matt is a retired Police Detective and former Marine Corps veteran. Matt spent most of his
military enlistment within HMX-1, The Presidential Helicopter Squadron, and he served within
the Military Police MOS (Military Occupational Specialty) and after his military service,
continued in civilian Law Enforcement.
Matt served with two Virginia Law Enforcement agencies and filled several billets. During his
tenure, he served assignments as a Basic Academy Recruit Instructor, Field Training
Officer, Detective within the Special Problems Unit as an undercover Detective as well as a
founding Special Deputy of the U. S. Marshal Capital Area Fugitive Task Force for the
Washington D.C. U S Marshal’s Office. Matt served several years on a large Northern Virginia
Police Department SWAT team as an entry team member and later was selected and served as
a Sniper team member until his retirement due to injuries sustained during a line of duty
incident. After his retirement, Matt was hired as the Senior Manager of Assault Weapons for
FNH USA. During his time with the FN Military Office, he was part of the development and
design team for a government program called the Joint Combat Pistol Program (JCP). That was
the foundation for the first commercially available RDS capable handgun from a firearms
manufacturer.
Matt left FNH USA and returned to training Law Enforcement as a Firearms Instructor for The
US Department of State Firearms Training Unit within the Bureau of Diplomatic Security.
Matt was tasked with firearms training of Federal Special Agents for Diplomatic Security
both stateside and worldwide. The training consisted of proficiency in 18 weapons platforms
and tactics to operate covertly and overtly in austere and hostile environments worldwide such
as Iraq, Afghanistan, Pakistan and Africa. Matt was promoted to the Chief of Operations of
the Firearms Training Unit in 2011. While supervising 32 Instructors, Matt continued to train
the operational tactical teams, snipers and High Threat components of the State Department
Firearms programs.
In 2013, Matt resigned from Government service to make Victory First a full-time consulting
and training company. He is a consultant for several leading companies within the Firearms
Industry for product and business development and product / New Equipment training.
Matt has been contracted to author several handgun and carbine programs for Law
Enforcement agencies. Matt has provided RDS handgun transitional training for several tactical
teams and agencies that include Dallas SWAT, US Secret Service, US Border Patrol, Ft Worth
SWAT.
In 2020 Matt was contracted by VirTra, to develop and assist in publishing a simulator RDS
handgun transition for Law Enforcement. Launched at Shot Show 2022, it serves as an
educational simulator to educate for RDS transition and prep for live fire drills to confirm.
With his deep and diverse Law Enforcement, Government and firearms industry background, he
is a sought-after resource for Concealment / Undercover training, Carbine and DM/DDM
courses and Close Quarters Battle (CQB) training. Matt also serves as a consultant / advisor for
product development within both Law Enforcement and the firearms industry.
Matt is a contributing writer for RECOIL and CONCEALMENT magazines, and Brownells Gunnery
and Breach Bang Clear publications. Matt has completed and hosted videos with Panteao
Productions, Trigger Time TV and Brownells, and was the host of Make Ready TV.
