Is there anything in the new policy to account for exigent circumstances, or to address officer saftey for combative subjects, or is it just always forbidden?

I don’t think there’s any language written in to allow for that. It’s actually a misdemeanor crime in NYC to place pressure anywhere above the suspects waist line, even if there’s no injury or intent.

NY State Troopers and neighboring jurisdictions don’t want to go into NYC and I don’t blame them.
